COLISEUM BOULEVARD PLUME

Since 2001, the Alabama Department of Transportation (ALDOT) has investigated an area where the shallow groundwater about 10-50 feet below land surface (BLS) contains concentrations of trichloroethylene (TCE). This investigation has been conducted under the regulatory oversight of the Alabama Department of Environmental Management (ADEM), the U.S. Environmental Protection Agency (EPA), and the Alabama Department of Public Health (ADPH). The CBP is located in Montgomery, Alabama, and includes areas generally east of Lower Wetumpka Road, south of the CSX Railroad tracks and Northern Boulevard, and west of Emory Folmar Boulevard.

ALDOT previously used TCE for asphalt testing. Pursuant to manufacturer's recommendations at the time, spent TCE was poured down the drain. The spent TCE eventually made its way to groundwater.


ALDOT's investigation and clean-up program determined:
  • TCE is contained in the groundwater which is about 10 to 50 feet below land surface.
  • The Institutional Control Program for the CBP includes environmental covenants and deed restrictions on property in the CBP that prohibit access and use of the groundwater without notice and approval of ALDOT.
  • There is no TCE in surface water in the CBP that is accessible to the public.
  • There is no TCE in the drinking water in the CBP. All drinking water comes from sources outside the CBP.
  • There are no industrial wells in the CBP that contain TCE.

ALDOT designed a clean-up and management program that includes institutional controls to restrict access to and use of groundwater and to control and treat the groundwater.

The Institutional Control Program includes administrative and non-engineering actions to manage the groundwater within the CBP, including environmental covenants executed in compliance with the Alabama Uniform Environmental Covenant Act, that restricts access to and use of groundwater within the CBP without approval of ALDOT.

ALDOT is committed to active and open public involvement in its investigation and remediation of the Coliseum Boulevard Plume ("CBP") to encourage and support community awareness of the CBP and related issues.


Community Outreach Group

ALDOT has created the CBP Community Outreach Group("COG") , comprised of nine volunteer community representatives who meet regularly with ALDOT to review pertinent information about the CBP. In addition, ALDOT schedules and promotes public meetings, media events, and a 24-hour information line to maintain open and continuing dialog with interested parties who seek information about the CBP.

In 1999, the Alabama Department of Transportation ("ALDOT") learned that the groundwater beneath an area near the Coliseum Boulevard in north Montgomery contained trichloroethylene ("TCE"), a chemical solvent that was used at the ALDOT Test Laboratory. The affected area, referred to as the Coliseum Boulevard Plume ("CBP"), includes parts of the Vista View, Eastern Meadows, Chisholm, and Highland Gardens. Upon the discovery of the CBP, ALDOT implemented efforts to provide timely, on-going notice to the public of the investigation and remediation of the CBP that may interest the community.

In 2002, ALDOT created a Community Outreach Group ("COG") comprised of nine citizens who either live in the area or have a business interest in the area. The COG members were selected by an independent panel of representatives from the Mayor's office, the Montgomery City Council, and the U.S. Environmental Protection Agency.

The COG meets once per year depending on project activity levels. Typical topics include:

  1. Site investigation activities and update reports
  2. Corrective Measures plans
  3. Public Involvement
  4. Community Concerns
  5. Institutional Control Program

COG members provide a link between the communities within the CBP and ALDOT. In periodic meetings with the ALDOT team responsible for investigation and remediation of the CBP, the COG members:

  1. Become knowledgeable of project activities and findings
  2. Assist ALDOT in keeping the community informed about the conditions and activities at the CBP site;
  3. Provide input to ALDOT about the proposed plans and activities from the community's perspective
  4. Provide input in the planning of CBP Public Meetings.
